Description
This chapter examines the different existing and potential layers of multilateral investment regulation. It begins with a historical overview of various failed efforts in this regard, followed by an examination of existing multilateral agreements dealing with investment within the frameworks of the World Trade Organization (WTO), the Organisation for Economic Co-operation and Development, and the World Bank. The chapter further describes other existing multilateral initiatives at a regional level and current efforts to develop multilateral investment rules at the WTO and the United Nations Commission on International Trade Law (UNCITRAL). The chapter concludes by offering some insights and presenting possible future developments in multilateral rules on investments and capital.
