Description
This entry explores the multi-modal linkages between GATS Mode 4 and global migration governance. A focus are how plurilateral trade agreements (PTAs) are quietly pushing the boundaries with GATS-plus and GATS-extra provisions. In a feedback loop, many of these plurilateral and regional mobility services ommitments, condense into global commmitents as they are uploaded as global best practices, which inform the Global Compact for Migration’s call for ‘expanding and diversifying regular pathways’.
