Die Hydra des Föderalismus. Zur Föderalismussemantik in Frankreich im Zeitalter der Revolutionen
Abstract
The concept of federalism experienced profound semantic changes during the French Revolution. In the conceptual realm of the Revolution and especially during the struggle between Jacobins and Girondins in 1792/93, federalism was stripped of its reflective and heuristic meaning and was increasingly associated with national disintegration and fragmentation, in short: federalism became a term of abuse and opprobrium and was stigmatized as an aristocratic, counter-revolutionary and anti-republican notion, captured in the allegorical image of the Hydra. This pejorative coinage of the concept during the revolutionary years had profound effects on the further history of French republican discourse up to the late 19th century. This article traces the origins and developments of this semantic tension between federalism and republicanism in French political discourse in the Age of Revolutions and pleads for more elaborate comparative and transnational investigations in the history of concepts and political languages.
Was ist Föderalismus, wie ist sein Verhältnis zur Staatlichkeit – und wie sind Ordnungen föderaler Machtteilung jenseits des Bundesstaates denkbar? Dieser Band prüft konkurrierende Ideen des Föderalen aus politiktheoretischer, ideengeschichtlicher und verfassungstheoretischer Perspektive – und diskutiert ihre Probleme und historische Umkämpftheit ebenso wie Auswege aus den Verengungen und der bundesstaatlichen Fixierung des Föderalismusbegriffes. Er eröffnet so die überfällige Debatte zum Gehalt des Föderalen in der Gegenwart: Diagnosen zum Status Quo der Föderalismustheorie, Wendepunkte der begrifflichen Entwicklung seit dem späten 18. Jahrhundert und systematische Überlegungen zur Leistungsfähigkeit föderaler Begriffe angesichts transnationaler Machtgefüge veranschaulichen das Potential des Föderalen in der Analyse und der Gestaltung verschiedenster Ordnungen großräumiger Machtteilung – in der Europäischen Union und darüber hinaus.
